Mr. Stout is a licensed Engineer and Land Surveyor with over 20 years of practical experience and knowledge of all aspects of the land development process. He has direct supervision of all site related designs and survey projects and coordination of all field information. His background and practical experience allows him to carry out all phases of these projects from computerized hydraulic calculations, site layout and configurations to the complete application process. As a principal of the firm, Mr. Caldwell is charged with new Business Development and marketing of the firm. He has over 20 years working in the environmental industry as a NJPDES permit compliance professional for a NJDEP Certified Testing Laboratory. His Environmental background lead to him sitting as the Environmental professional for the Mansfield Township Environmental Commission 2004 – 2015. Mr. Caldwell is committed to the overall success of the firm as he also assists in Phase I Environmental Assessments and sampling, Surveying, Soil Borings along with office oversight and proposal writing.

Experience Overview:

As an Associate Principal of the firm, Mr. Malinowski is responsible for project management, client contact, regulatory agency contact, billing management, proposal preparation, expert testimony and presentations. As a project manager and engineer for both private and municipal clients, Mr. Malinowski is responsible for site layout and design, analysis and design of stormwater management facilities, hydrologic and hydraulic studies, grading design, utility design, preparation of construction details and specifications, preparation of soil erosion and sediment control measures, lighting design, roadway design, structural analysis and design, preparation of local, county and state permit applications, preparation of cost estimates, contract administration and public hearing attendance. Mr. Malinowski is responsible for overseeing the majority of the projects that the firm does for educational facilities. He is an active member of several County associations of School Business Officials and has managed dozens of projects for public schools in New Jersey. These projects range from completely new schools, to improvements and expansions of current facilities to athletic field and running tracks.

Mr. Walsh joined Stout and Caldwell full time in 2013 after graduating from college. He worked seasonally on the survey crew during high school and college. He has land surveying field experience in performing boundary and topographic surveys as well as construction stakeout. His field work experience now translates into site planning and design. Mr. Walsh also has experience with FEMA Flood Certificates and LOMAs.

Major Site plan and survey. Performed initial conceptual site
layout which led to the final site design as well as due
diligence at the beginning stages of the project. Heavily
involved with the construction stakeout.

This project includes a major site plan, minor subdivision and
land surveying services for a proposed gas station with diesel
fueling positions and a convenience store. Oversaw and
performed work including NJDEP Sewer Extension, NJDOT
Major Access Permitting, stormwater design, grading, minor
subdivision and coordination with client’s Architect.

Managed and coordinated construction stakeout services for

Project includes a 161 residential unit subdivision including
single family homes, townhomes as well as others. Oversaw
project through final approvals including Township, County,
Soil Erosion, and NJ Transit. Also assisted with creating
phased subdivision plats for the client for bonding purposes.
